- Within an exam shell, click on the Create an exam form button to create a new exam form.
- Check the Rules based option.
- Name the exam form and click the Save button. This name will not be visible to candidates.
- After clicking Save, the exam form rules/blueprint will be brought up.
- To create a new rule, click on the Add a New Rule button.
- Specify the rule conditions. The new rule will appear in the rules list for the form. Rules can be removed by selecting Remove Rule.
Rule groups
Rules can be assigned to rule groups, or they can be left unassigned. When rules are added to a group, they can be shuffled.
Selection strategies
Everything random
As the description states, this option selects random questions from the item bank regardless of whether they have a passage attached. Even if multiple questions share a passage, they are still randomized.
Passage position ordering is disabled for this strategy.
Random, no passages
This is similar to the everything random strategy, except the selector does not include questions linked to passages.

Complete passages first
This strategy will select as many questions linked to passages as it can, then it will fill out any remaining items with non-passage questions.

This strategy will select only questions linked to passages.

Single passage
This strategy picks a specific passage and chooses the prescribed number of questions from that passage. If the passage does not have enough questions, it will never be selected. If none of the available passages have enough questions, the rule will return empty.
