A static exam is an exam created with a specific intent for each question. This is usually given an order to it, such as Question 1 will be Canonical ID X. To build a new static form, follow these steps:
- Within the exam shell, click on the Create an exam form button to create a new exam form; do not check the Rules based option.
- Provide a name for the form and click the Save button. This name is not candidate-facing.
- After clicking Save, the form actions are available at the bottom toolbar.

There are three ways to add questions to a static exam form:
- Within the exam form
- From the item bank
- Instantitating a rules-based form
- Via import
Within the exam form
- Click ‘Add Questions’ in the bottom toolbar to add questions to the static form using a comma-separated list of canonical IDs.
From the item bank
- Navigate to the Questions and Exams tab.
- Select Questions, then the item bank that the questions are contained in.
- To select questions, click on each question you wish to add. Multiple questions can be selected by holding Command or Control on your keyboard.
- Click the Add to exam form button.
- Choose the exam and form to add the questions to. Clicking on the static form will add the selected questions to the form. Note: there is no verification/confirmation after choosing the form.
Instantiating a rules-based form
A single instance or copy of a rules-based exam can be generated using the Instantiate Form Name feature, effectively capturing a static version of the exam form. For this method to work, an existing rules based form must exist within the exam shell.

Via import
- Create one Excel spreadsheet per exam shell.
- The headers should be the exam form names as they will appear in the Meazure Platform.
- Rows 2+ should be the canonical IDs of the items being assigned to the form, in ascending order.
- Save this Excel file as a CSV UTF-8 file type.
- In the Meazure platform, navigate to the Import tab.
- Select Import Exam Forms.
- Choose and upload the file.
- Preview the file: this is where the exam is assigned.
- Confirm that the forms are named and sectioned off correctly.
- Using the drop-down menu, choose the appropriate exam shell name.
- Choose to import as ‘active’ or ‘inactive.’
- Import the exam forms.
- Navigate to the exam shell in question and confirm that the information is as expected.
- Repeat for additional exam forms as needed.
Make sure that all of the items being imported onto the form are valid (e.g. they are in the correct workflow state) or the form may be missing questions/empty when you are done.
